The European Commission has begun preparing the report on the implementation of Directive 2005/36/EC, which is due to be presented in the second quarter of 2025.
The objectives are to :
- Identify gaps, problems or challenges in the implementation of Directive 2005/36/EC;
- Monitor progress in implementing Directive 2005/36/EC on the basis of the issues identified in the report on the implementation of Directive 2020;
- Evaluate the effectiveness of the Directive:
- is it achieving its objectives, addressing the problems it was intended to solve?
- Has it produced results efficiently in terms of the resources used to achieve the real effects?
- Prepare the ground for future policy initiatives
- Defining enforcement measures: the enforcement mechanisms and procedures used to ensure that Member States comply with their obligations under the Directive.
In terms of geographical scope, the implementation report will cover all EU Member States.
In preparing this report, the Commission is consulting a range of stakeholders, including members of the Expert Group on the Recognition of Professional Qualifications (GoC), national support centers for Directive 2005/36/EC, targeted professional organizations at national and European level, national competent authorities and individual citizens.
FINE has been contacted to respond to this survey by 6 September.
The questions are particularly interesting. They relate in particular to :
– The minimum duration of training, the ratio between theoretical and clinical training, how to express the duration in hours and/or credits, the definition of clinical teaching, integration of simulation laboratories into clinical teaching, minimum competences, the match between the key words in Annex 5 and the competences, the possible extension of a delegated act to the revision of the minimum training requirements for nurses.
The members of the FINE Executive and Advisory Boards will prepare the responses to the survey and will submit the response after consultation with the members.
